Viewpoint discrimination is a particularly extreme version of content-based speech restrictions.
Consider the difference between these three laws:
1. Law says no loud sounds (based upon decibel levels) on sidewalks after 10 PM
2. Law says no one may discuss abortion in a public park
3. Law says no one may argue against abortion in a public park
