In free exercise cases, the government will always argue that it's laws are both neutral and generally applicable: "This laws generally applies to everything it covers." See. e.g., Lukumi; "The city claims that this ordinance is the epitome of a neutral prohibition."Lol!
Do not let them get away with that. Search and destroy! Look for exceptions and under-inclusiveness, individualized exemption policies (good cause exemptions), and always ask whether anyone has ever been exempted.
